Florentino Soares Ferreira is the Founder, Chairman, and Principal Advisor of Est-Starexa Resources, Ltd., with extensive experience in geology, mining, oil and gas, energy transition, carbon management, regulatory governance, and strategic business advisory.
He is associated with Stanford University as a Visiting Scholar at the Precourt Institute for Energy, where his work focuses on energy transition pathways, carbon management, sustainable resource development, and economic diversification for resource-dependent economies.
Florentino previously served as the President of Timor-Leste’s National Petroleum and Minerals Authority (ANPM), where he led strategic initiatives in petroleum governance, mineral resources development, regulatory reform, investment facilitation, and the advancement of Timor-Leste’s energy transition agenda.
With a background in geoscience, petroleum resources, and maritime studies, and as a two-time Fulbright Scholar, Florentino brings a strong combination of technical expertise, government leadership, international exposure, and commercial insight. His expertise includes mining and mineral resources development, oil and gas projects advisory, energy transition and carbon management, regulatory and government affairs, environmental sustainability, and strategic investment advisory.
