Salvador da Silva brings more than 20 years of professional experience in environmental services, occupational health and safety, consulting, contracts, procurement, supply-chain management and local-content development in TimorLeste.
Throughout his career, Salvador has supported projects involving the former National Petroleum and Minerals Authority, Timor Resources Pty Ltd and other organizations operating in the petroleum, infrastructure and environmental sectors. His experience includes environmental compliance, HSE coordination, risk management, contract administration, procurement and local-content implementation.
He has contributed to the preparation and implementation of Environmental Impact Statements, Environmental Management Plans and related environmental studies for projects in Timor-Leste. His professional collaborations have included New Wing Every Bhd Malaysia, Santos Pty Ltd and other national and international companies.
In 2016, Salvador assisted ConocoPhillips Pty Ltd in establishing an Electrical and Instrumentation training program at the Tibar Vocational Education and Training Centre, contributing to technical skills development and national workforce capacity building.
As Health, Safety and Environment Adviser to Est-Starexa Resources, Limited, Salvador provides strategic and technical advice on HSE policies, occupational safety, environmental management, project risk assessments, incident prevention and regulatory compliance. He supports the company in maintaining responsible, safe and environmentally sound practices across its projects and operations.
He holds a Bachelor of Science with Honours in Biochemistry from the Cavendish School of Biosciences, University of Westminster, London, United Kingdom.
