Oktoviano is a PhD Candidate at the Faculty of Engineering, Yamaguchi University, Japan, specializing in geoscience, geology, geological and geotechnical engineering, GIS applications, and the oil and gas sector. He has more than 10 years of professional and research experience across the Philippines, Japan, and Timor-Leste, with work covering geological studies, geotechnical assessment, GIS-based analysis, and natural resource-related projects. Oktoviano has developed a strong research portfolio, including published works in geoscience and related fields. He brings particular expertise in GIS applications, geological and geotechnical software, spatial analysis, technical data interpretation, and fieldbased geological assessment. He previously served as Vice-President of IPG (Institute for Petroleum and Geology) – now IGTL, where he contributed to institutional leadership, professional coordination, and the advancement of geoscience-related initiatives. Through Est-Starexa Resources, Ltd., Oktoviano supports technical studies, geoscience interpretation, GIS-based project analysis, and geological and geotechnical advisory work for mining, oil and gas, infrastructure, and sustainable development projects.
